Government Decision No. 796, dated 21 October 2026, “On Certain Additions to and Amendments of Government Decision No. 391, dated 3 May 2017”, concerning the procedures for registration and publication at the National Business Centre (QKB), has been published in the Official Gazette.

The main change concerns the obligation of newly established and existing businesses to verify and certify their NVE codes (Nomenclature of Economic Activities) through the National Economic Chamber (DHEK), which is expected to be established.

For newly established businesses following the entry into force: The business activity must be declared according to the NVE classification, and the code must be certified by the National Economic Chamber (DHEK). The certificate must be submitted through the e-Albania portal within 30 calendar days from registration. Failure to submit the certificate within this deadline results in the automatic suspension of the entity’s status until the obligation is fulfilled. Following certification, businesses are required to periodically renew their NVE certificates with the DHEK.

For existing businesses at the time the obligation enters into force: Businesses that do not hold an NVE certificate issued by the DHEK must obtain one and submit it electronically within one year from the date on which the obligation becomes effective, subject to the fulfilment of the relevant technical and interinstitutional interoperability requirements. Failure to meet the deadline results in the suspension of the entity’s status until the certificate is submitted. Businesses are also required to renew their NVE certificates periodically or obtain a new certificate if they change the scope of their business activity.

Other obligations: The Decision also provides for the physical verification of an applicant’s identity at the initiative of the QKB, the registration of the full business address and GPS coordinates, changes to the methodology for submitting financial statements, and the exchange of data through the BRIS/EUID systems following Albania’s accession to the European Union.

The amendments are scheduled to enter into force on 1 January 2027. However, their implementation may depend on the adoption of the draft law establishing the National Economic Chamber, which is still under consideration.
